Highlands Housing Inequality report releases findings

District 8 doesn't have a single housing voucher being used, which means affordable Section 8 housing is non-existent according to the report.

LOUISVILLE, Ky. — The latest Highlands Housing Report shows one out of every 20 students at Highland Middle don't know where they are going to sleep that night.

The report, released on Friday, focused on housing instability among families.

District 8 covers the Highlands from Bowman Field to Cave Hill Cemetery.

Councilwoman Cassie Chambers Armstrong detailed several concerns the report found, one of them being that 93% of homes in the area were built before 1980.

That means most of those houses are at an increased risk of lead exposure.

The district doesn't have a single housing voucher being used which means affordable Section 8 housing is non-existent according to the report, and more than 30% of renters in the district are spending nearly half of their income on housing.

Chambers Armstrong said District 8 has a large supply of short-term rentals, which the report suggests could be straining the housing capacity.

Some of the policy recommendations that could reduce housing insecurity according to the report are:

  • Zoning changes
  • Incentives to encourage the development of lower-cost housing types
  • Security deposit and/or first and last month's rent assistance
  • Enforcement of fair housing laws
  • Foreclosure prevention programs
  • An "inclusionary zone" which would require portions of new developments to offer a certain number of affordable housing units
