Owensboro man indicted for sexually exploiting children, FBI searching for potential victims

The FBI Louisville Field Office is looking for any other potential victims of Matthew Constant.

OWENSBORO, Ky. — Investigators are looking for any other potential victims after an Owensboro man was indicted for sexually exploiting children.

According to a news release sent Tuesday, a federal grand jury indicted 52-year-old Matthew Constant on two counts of online enticement of a minor, three counts of receipt of child pornography, two counts of sexual exploitation of a minor, and two counts of transferring obscene material to a minor. 

Constant is the former superintendent of Owensboro Public Schools. In July 2023, he was arrested for having an inappropriate relationship with a student, authorities said. 

Details about the grand jury's nine-page indictment or the investigation weren't made public. 

The FBI Louisville Field Office is looking to identify any other potential victims of Constant.

"Victims may be eligible for certain services, restitution, and rights under federal and/or state law," a Department of Justice spokesperson said.

Constant has been detained pending trail, according to the release. If convicted, he faces a minimum sentence of 15 years in prison and a maximum life sentence. There is no parole in the federal system.

The case is being invested by the FBI Owensboro and the Kentucky State Police.
