Violation of Louisville mask ordinance leads to armed man's arrest

LOUISVILLE, Ky. — A Louisville man is behind bars after someone called police about him causing "public alarm." 

According to the arrest citation, someone called Louisville Metro Police (LMPD) about a man wearing a mask near the Dollar General at the intersection of Oak Street and Dixie Highway on Wednesday. 

The caller told police the man had a "large gun on the right side of his body under his shirt."

When officers arrived, they found the man wearing a black full-faced mask and black clothing. 

As the man, later identified as 24-year-old Frank Childress, started going east on Oak Street, officers made a "reasonable suspicion stop" and asked Childress if he had a weapon on him. Police said there was a bulge in his waistband consistent with the size of a firearm.

The citation said officers asked Childress if they could check if he had a weapon on him, and he originally told officers he didn't mind. However, as officers went to conduct a pat down, Childress pulled away, investigators said.

Police told Childress to not pull away again, but he then allegedly took off down South 17th Street where police eventually caught him.

As officers attempted to put handcuffs on him, LMPD said Childress tried to resist and pull his hands away, but officers eventually succeeded in putting the handcuffs on him.

Childress allegedly started resisting again as officers tried to put him in a police cruiser. The citation said he placed his elbow on the passenger rear door pillar and dented it, causing more than $500 in damages. He also allegedly lunged at another officer before he was put on the ground. Authorities said they had to put a hobble and spit hood on him.

Childress is also accused of breaking an officer's sunglasses and another officer's Apple Watch during the arrest.

Childress is charged with fleeing police on foot, resisting arrest, disorderly conduct, criminal mischief, possession of marijuana and menacing.

Authorities said he did have a gun in his possession.

Police had arrested Childress in March 2023 where he pleaded guilty to a domestic violence charge. Due to this crime, he was ordered to not have any firearms.
