Five people arrested after toddler found locked in cage, covered in urine and feces

All five people are facing charges for criminal abuse 1st and wanton endangerment 1st.

CARROLLTON, Ky. — Five people are in custody after a toddler was found caged in a Carrollton home on Monday, according to the Carrollton Police Department.

Officers responded to the 700 block of 7th Street after they got a tip about a child being caged in the home.

When they arrived they found a 2-year-old boy, unclothed and locked behind a wooden and metal enclosure that was secured with a padlock, a release from the department said.

Arrest reports say the area where the child was being kept was covered in urine and feces all over the floor.

Authorities secured the scene and conducted a search warrant on the home.

Two children were removed from the home by the Cabinet for Health and Family Services. Police did not provide any information on the condition of the second child found in the home.

Five people were arrested and taken to the Carroll County Detention Center, police said.

The child's great-grandmother 71-year-old Brenda Chilton, 72-year-old William Mahoney, the child's father 29-year-old Codey Johnson, the child's grandmother 52-year-old Tammy Simmons are all in custody at the Carroll County Detention Center. 

They are all facing charges for criminal abuse 1st and wanton endangerment 1st.

The father's girlfriend 28-year-old Shelby Turocy was found with both marijuana and meth on her at the time of her arrested. 

Turocy is facing charges for criminal abuse 1st, wanton endangerment 1st, possession of methamphetamine, possession of drug paraphernalia and possession of marijuana.
