Two men arrested, charged in connection to Labor Day street takeover event

During the event, a spectator was shot by another participant.

LOUISVILLE, Ky. — Two Louisville men were arrested in connection to a street takeover event over Labor Day weekend, according to an arrest citation from the Louisville Metro Police Department. 

20-year-old Cameron Carter was arrested on Thursday at a home on Heatherfield Drive. 

The citation says Carter participated in a "street racing competition with numerous other vehicles and spectators, creating a disturbance to the public." 

It says he and other participants blocked the roadway at 2nd Street and River Road then took turns doing donuts and burnouts in close proximity to spectators and other pedestrians. 

The citation says this event "created a substantial risk of death or serious physical injury to the public."

It also says Carter was seen in his car waiting his turn to participate. When it was his turn he drove into the intersection "in a reckless manner" while doing he drove in circles doing donuts and burnouts.

When he was done, Carter got out the car which exposed his identity to nearby surveillance cameras. He was then seen removing the license plate from his car "in an attempt to obscure the identity of the vehicle which is valued at over $10,000," the citation said. 

Carter was also driving with a suspended license from a February arrest where he was charged with street racing. 

He is now facing charges for wanton endangerment, obscuring the identity of a machine $10,000 or more, racing a motor vehicle on a public highway, operating a motor vehicle suspended/revoked operator's license, reckless driving and disorderly conduct. 

LMPD also arrested 24-year-old Gulaber Castro. 

He was caught on several cameras jumping on a police car. 

The detectives credit the communities tips with helping to find him. 

Castro is charged with felony criminal mischief and rioting.
