LOUISVILLE, Ky. — The results are in, and a winner has been declared in the highly contested District 4 Louisville Metro Council race.
Ken Herndon, formerly of the Louisville Downtown Partnership, emerged as the victor out of a crowded field of candidates seeking the seat.
"I am elated, it's been six months of hard work with a great campaign team, great neighbors, great supporters. And actually, congratulations to the other nine candidates. We had a great field of fine people," Herndon said.
He’s spent two decades working in downtown Louisville and told WHAS11 News he was running to represent the businesses and residents of District 4, which includes downtown, Butchertown, California, Clifton Heights, Old Louisville, Parkland, Phoenix Hill, Portland, Russell and Smoketown.
Jecorey Arthur announced last year that he was not running for re-election to represent District 4 on the Metro Council, opening the door for 10 Democratic candidates to throw their hats in the ring for the seat.
"I'm going to talk to Jecorey, because he has six more months to serve, I'd like to sit with him, shadow him, and learn what he has done and wants to continue," Herndon said. "I don't just want to cut everything off, I want to learn what he has started that I can finish. And just keep talking to the neighbors, as I have been on the campaign and figure out what they want me to do."
Herndon said he is already looking ahead to the November General Election, which will have no Republican candidate for District 4 on the ballot.
"We got our message out. And we're very happy. I look forward to fall. There's no republican so we expect to win, of course. So I will be taking office, unless lightning strikes me on January 2025. I look forward to serving the people of the fourth district for the next four years," Herndon said.
Herndon called the Central Business District economically important to the state.

Republican Marilyn Parker holds on to her seat
20th District
Incumbent Republican Stuart Benson defeated Brian Adams
22nd District
Kevin Bratcher defeated challenger Robert Zoeller
24th District
Tyra Thomas Walker defeats Ryan Vittitow
