Judge sets bond terms for Kasey Noel, third member of former Indiana sheriff's family to be arrested

Kasey Noel was arrested earlier this month. She and her parents, Jamey and Misty Noel, face multiple felony charges.

CLARK COUNTY, Ind. — A southern Indiana judge set terms of bond Monday for the third member of former Clark County Sheriff Jamey Noel's family to be arrested and charged with multiple felonies.

Kasey Noel, daughter of Jamey and Misty, was arrested earlier this month and charged with five counts of theft and four counts of tax evasion -- all felonies. Her parents were previously arrested and also face numerous felony counts.

On Monday, special Judge Larry Medlock issued an order clarifying the terms of Kasey's bond. Those terms are:

  • The defendant shall remain in the state of Indiana.
  • The defendant shall not consume illegal drugs or alcohol.
  • The defendant shall not commit any new offenses.

The document filed Monday in Clark County Circuit Court also states these terms were not mentioned during Kasey's initial hearing last week and "without court's knowledge did not appear on her bond form." Kasey can make written requests to leave the state, but that must be approved by Judge Medlock.

These terms are effective immediately.

Last week, Judge Medlock gave Kasey and her attorney the option of a $20,000 cash bond, or a $5,000 surety bond with the stipulation she wear a GPS monitoring device. Her attorney opted for the $20,000 cash, which was posted later the same day.

She pleaded not guilty.

Kasey is accused of making over $100,000 in personal charges to a credit card belonging to the Utica Township Volunteer Firefighter Association and failing to declare those funds as income. Indiana State Police Lt. Jeffrey Hearon, the lead investigator on the case, previously stated in documents Kasey's purchases included tanning, cosmetics, clothing, Netflix, vape products and items from Amazon.

Jamey Noel ran the UTVFA until the board removed him in January.

The family is accused of spending $5 million on themselves using UTVFA credit cards.

Jamey is facing 25 felony charges, including counts of theft, tax evasion, corrupt business practices, ghost employment and official misconduct. The ISP investigation began in June 2023 following allegations that Noel directed jail staff to work on his personal property and run his personal errands while on county time. 

He is also accused of orchestrating a vehicle buying, selling and trading scheme involving vehicles registered to the UTVFA, and in multiple cases, pocketing money from sales and trades.

Misty is facing 10 felonies; five counts of theft and five counts of tax evasion. Both pleaded not guilty.
