LOUISVILLE, Ky. — Louisville police say the man accused of throwing a puppy in the air and injuring it in early August was arrested Thursday with the help of an anonymous tip.
The Louisville Metro Police Department (LMPD) said Coplen J. Lay, 34, has been charged with felony torture of a dog.
According to police, Lay was caught on surveillance video tossing the dog and watching it fall back on to the concrete in a rear alley of the 1500 block of Berry Boulevard.
The video also shows another person taking the injured dog and caring for it a short time later.
Lay's significant other surrendered the dog to Louisville Metro Animal Services (LMAS) over a week ago, according to LMPD.
The dog is now recovering from its injuries.
