KSP: Kentucky deputy shot to death during investigation, suspect search in Russell County

Police are revealing more details following a shooting that led to a Russell County Sheriff's Office deputy being killed in the line of duty.

Deputy Josh Phipps was killed in the line of duty on Sept. 16, 2024 as the Russell County Sheriff's Office was conducting an investigation.

LOUISVILLE, Ky. — Kentucky State Police has released new information after a Russell County Sheriff’s deputy was killed in the line of duty.

KSP’s preliminary investigation states the incident on Sept. 16 began as a traffic stop in the Russell Springs community.

A trooper had tried to pull over 41-year-old Joshua Arnold just before 5:30 p.m. He did stop but during the interaction with the trooper, Arnold sped away which led to a police chase.

According to KSP, the trooper followed Arnold a short distance until Arnold’s vehicle stopped behind a home on Bluebird Drive.

That’s when police said Arnold fired several shots at the trooper and then fled on foot.

Multiple officers responded to the scene to help locate Arnold, including Deputy Joshua Phipps, a three-year veteran of the Russell County Sheriff’s Office and former Louisville Metro Police officer.

While officers were searching for Arnold, police said Phipps went inside a camper trailer.

Moments after, multiple shots were fired from inside the trailer. Troopers discovered Arnold and Phipps suffering from life-threatening injuries.

Arnold and Phipps were taken to a hospital where both men were pronounced dead.

Funeral services for Phipps were held over the weekend.

KSP said the investigation into the shooting is ongoing.
