Kentucky's county clerks share frustrations about car registration system

LOUISVILLE, Ky. — County clerks in Kentucky shared their frustrations about the state's new title and registration service on Tuesday at Frankfort.

The program is known as Kentucky's Automated Vehicle Information System, or "KAVIS."

Jefferson County Clerk Bobbie Holsclaw told lawmakers the backlog in registrations is hitting car dealerships especially hard, saying one dealer told her they were going to have to move to Indiana.

She said she closed two Louisville offices, the west branch and the downtown branch, on July 8 to focus solely on getting dealer paperwork completed.

"KAVIS, I want it to work," Holsclaw said. "I pray that it can work, but so far, in my opinion, it's been a disaster. I look at the customers that are in these branches everyday. They're sitting and waiting and waiting."

State transportation officials said the program is improving and that they hope by next month, rebuilt titles can be processed within a week.

Those two branches are expected to reopen on July 22 according to the Jefferson County Clerk's Office website.

Holsclaw had previously said after the two-week closure, the Downtown branch will operate with limited hours, from 8:30 a.m. to noon, Monday through Friday. Clerks will then spend the remainder of their day processing additional dealer work.
